This is the text of Initiative Petition #105
An Act reclaiming ownership and control of Oregon territory currently under the unconstitutional ownership and control of the Federal Government, by withdrawing legislative consent to same.
We the People of the State of Oregon, exercising our legislative authority reserved to us through the initiative process, hereby withdraw and revoke any and all consent to the federal ownership of lands contained within the boundaries of the State of Oregon, except as provided in the four subsections following. Furthermore, all lands currently held by the federal government which are affected by this measure are hereby declared to be under the ownership and control of the governing bodies of the counties in which they are contained. Any land coming under the ownership of a county as the result of this declaration shall be managed by the county for the fullest possible fiancial gain of the residents of that county collectively, with priority given to privatizing those lands suitable for human habitation that do not lend themselves to sustainable income from timber or mineral harvest, or to recreational facilities, and with preference given in the sale of those lands to native-born residents of the county.
(1) lands and buildings currently held by agencies of the federal government within the city limits of the Oregon State Capitol and the city limits of the county seats shall be unaffected by this measure.
(2) lands and buildings not included in subsection (1) for which the United States Congress shall pay or shall have paid the asking price of the Oregon State Legislature previously or hereafter established shall be unaffected by this measure, if they conform to the specific authorizations of the United States Constitution.
(3) lands and buildings currently occupied by U.S. Postal facilities, U.S. Coast Guard, and other U.S. Military installations, without regard to subsections (1) and (2), shall be unaffected by this measure.
(4) lands and roadways currently used for the U.S. and Interstate highway systems, without regard to subsections (1) and (2), shall be unaffected by this measure.
